C-23 Change Order #3 for Shadowlawn Elementary School

Issue/Rationale

Change Orders are initiated by the Contractor, Architect/Engineer or Owner, and may increase or decrease the scope of the project as defined by the plans and specifications.  Once a Change Order is initiated, review/evaluation is undertaken to determine the merit and/or requirement of the Change Order.  Change Orders are reviewed by the Architect/Engineer and staff prior to submission to the School Board.

 

The offsite sewer for this project is a joint effort with the Clay County School Board, Clay County Utility Authority and the town of Penny Farms being involved.  The Clay County School Board will save substantial dollars on the sewer force main being a part of this joint venture.  The water main is required by April in the critical path of the project.  For the water main to be complete by the April timeline, construction must begin in February which requires the delivery method to be by Change Order rather than hard bid.  Bidding the project would add two months to the schedule and could delay opening of the School.

 

Change Orders affect the scope of the project and are required to be School Board approved by State Requirements for Educational Facilities and Florida Statutes.  The additive changes are detailed on the attached summary.



Recommended Action
Approve the Change Order.

Financial Impact
If approved, this Change Order will increase the contract amount by $326,486.00.  Architect fees will not increase by as a result of this Change Order.
